Today the United States designates Ousmane Illiassou Djibo – also known as Petit Chapori – as a Specially Designated Global Terrorist (SDGT) under Section 1 (a) (ii) (B) of Executive Order (EO) 13224.

Due to this designation, US persons are generally prohibited from transacting transactions with Djibo. His property and interests in property that is under US jurisdiction are blocked.

Ousmane Illiassou Djibo, a native of Niger, is a leader of the Islamic State of Iraq and Syria in the Greater Sahara (ISIS-GS) who operates in the Menaka region of Mali. Djibo is a close associate and an important lieutenant of IS-GS leader Adnan Abu Walid al-Sahrawi. Djibo instructed ISIS GS subordinates to set up a network to kidnap or attack Westerners in Niger and the surrounding area. Djibo has also participated in numerous attacks on local troops. He led ISIS-GS fighters in the attack on July 1, 2019 on the base of the Nigerien Armed Forces (FAN) in Inates, Tillaberi region, Niger, and also gave the order for ISIS-GS fighters to ambush six Nigerien soldiers as Nigerian soldiers take hostages near Tongo Tongo on May 14, 2019.

ISIS-GS, designated the Foreign Terrorist Organization (FTO) and SDGT in May 2018, continues to threaten the peace, security and stability of Mali, Niger and Burkina Faso. ISIS-GS came into being when Adnan Abu Walid al-Sahrawi and his followers split from Al-Mourabitoun, a splinter group of Al-Qaeda and the US-designated FTO and SDGT. Al-Sahrawi first pledged allegiance to ISIS in May 2015, and ISIS accepted the promise in October 2016.

Today’s naming informs the US public and the international community that Ousmane Illiassou Djibo is a leader of a terrorist organization. Terrorist labels expose and isolate companies and individuals, and restrict their access to the US financial system. In addition, designations can aid law enforcement activities by US agencies and other governments.
